Mae o gymorth i hyrwyddo parodrwydd ar gyfer ysgol, codi lefelau cyrhaeddiad, cau&#8217;r bwlch canlyniadau rhwng plant difreintiedig a phlant eraill, a pharatoi&#8217;r ffordd ar gyfer dysgu gydol oes.<\/p>\n<p>Mae AGPC yn Lloegr fodd bynnag, yn wynebu sawl her bwysig &#8211; a phandemig COVID-19 heb helpu&#8217;r un ohonynt<\/p>\n<ul>\n<li>Mae darparwyr blynyddoedd cynnar yn cau yn gyflym iawn, a hynny oherwydd toriadau mewn cyllidebau a chynnydd mewn costau gweithredu.<\/li>\n<li>Mae heriau recriwtio&#8217;n bla yn y sector &#8211; yn cynnwys gofalwyr plant.<\/li>\n<li>Mae rhieni a gofalwyr yn ei chael hi&#8217;n anodd bodloni costau gofal plant sydd fwyfwy yn cymryd rhan fawr o incwm net teulu.<\/li>\n<li>Mae plant yn dioddef o anghysondeb mewn addysg a gofal.<\/li>\n<\/ul>\n<p>Os na fydd modd mynd i&#8217;r afael \u00e2&#8217;r heriau hyn yn ystyrlon, a bod ymyrraeth gynnar ac effeithiol mewn deilliannau ac addysg plant yn cael blaenoriaeth, bydd cyfleoedd dysgu plant &#8211; a datblygiad plant ar raddfa ehangach &#8211; yn parhau i ddioddef.<\/p>\n<h2>Sut mae bywyd plant ifanc wedi newid yn y blynyddoedd diwethaf?<\/h2>\n<p>Dros y 25 mlynedd ddiwethaf, mae&#8217;r cyd-destun lle darperir AGPC wedi newid yn sylweddol, o ganlyniad i dwf sector a darpariaeth fwy cyffredinol &#8211; sydd wedi cael effaith ar fywydau plant ledled y DU.<\/p>\n<p>Mae \u2018<a href=\"https:\/\/www.nuffieldfoundation.org\/wp-content\/uploads\/2021\/10\/Role-early-childhood-education-care-life-chances-Nuffield-Foundation.pdf\">The Changing Face of Early Childhood in the UK\u2019<\/a>, cyfres o astudiaethau wedi eu hariannu gan Sefydliad Nuffield, wedi nodi bod dwy thema allweddol i blant ifanc: natur newidiol bywyd teuluol a strwythur teuluol a bod y goblygiadau gaiff hyn ar ddiogelwch economaidd, datblygiad a llesiant, a&#8217;r anghydraddoldeb rhwng plant a phobl ifanc. Mae&#8217;n rhaid i&#8217;r AGPC, sy&#8217;n ganolog i&#8217;r them\u00e2u hyn, ddarparu ar sail ansawdd, effeithiolrwydd a chynaliadwyedd.<\/p>\n<p>Mae&#8217;r astudiaethau&#8217;n rhannu&#8217;r prif wersi canlynol.<\/p>\n<ul>\n<li>Mae bron i bob plentyn bellach yn cael profiad o ryw gyfuniad o AGPC ffurfiol ac anffurfiol ymhell cyn iddynt ddechrau&#8217;r ysgol.<\/li>\n<li>Er gwaethaf cryn fuddsoddiad, nid oes yna weledigaeth genedlaethol gydlynol ar gyfer AGPC<\/li>\n<li>Mae anghydraddoldeb yn bodoli o ran yr hawl, y nifer sy&#8217;n hawlio a&#8217;r deilliannau.<\/li>\n<li>Er gwaethaf twf sylweddol yn y nifer o blant sy&#8217;n ceisio AGPC yn y blynyddoedd diwethaf, mae llywodraethau wedi cael trafferth datrys y cyfnewid rhwng ansawdd ac ansawdd gofal ac addysg.<\/li>\n<li>Mae ansawdd y gweithlu AGPC yn allweddol i wella deilliannau i blant ifanc.<\/li>\n<\/ul>\n<p>Mae strwythurau tameidiog, amrywiadau daearyddol sy&#8217;n peri pryder, newid mewn polisi ac arfer addysgu, diffyg dealltwriaeth o&#8217;r hyn sy&#8217;n digwydd mewn rhai cymunedau, wedi ei gwneud hi&#8217;n hanfodol i lunwyr polisi, awdurdodau lleol, a rhanddeiliaid eraill adolygu&#8217;r system gyfan.<\/p>\n<h2>Beth yw safbwynt presennol llywodraeth y DU ar addysg a gofal plentyndod cynnar<\/h2>\n<p>Nododd yr Adran Addysg fod disgwyl i&#8217;r llywodraeth wario mwy nag \u00a38 biliwn bob blwyddyn, erbyn 2028, i ariannu 30 awr o ofal plant am ddim yr wythnos i blant dros naw mis oed. Dyma&#8217;r &#8216;buddsoddiad unigol mwyaf mewn gofal plant yn Lloegr erioed&#8217;.<\/p>\n<p>Nod y newidiadau mewn polisi hyn sy&#8217;n ymwneud \u00e2 darpariaeth blynyddoedd cynnar yw grymuso rhieni a chaniat\u00e1u iddynt ganolbwyntio ar eu gyrfa, law yn llaw \u00e2 chynorthwyo eu teuluoedd ifanc. Mae disgwyl i&#8217;r <a href=\"https:\/\/www.gov.uk\/government\/publications\/early-education-entitlements-and-funding\/early-education-entitlements-and-funding-update-march-2023\">hawliadau<\/a> newydd gael eu cyflwyno mewn cyfnodau:<\/p>\n<ul>\n<li>O fis Ebrill 2024, bydd gan bob rhiant i blentyn dyflwydd oed sy&#8217;n gweithio yr hawl i 15 awr o ofal plant am ddim yr wythnos.<\/li>\n<li>O fis Medi 2024, bydd gan bob rhiant i blentyn naw mis hyd at dair oed sy&#8217;n gweithio yr hawl i 15 awr o ofal plant am ddim yr wythnos.<\/li>\n<li>O fis Medi 2025, bydd gan bob rhiant i blentyn naw mis hyd at dair oed sy&#8217;n gweithio yr hawl i 30 awr o ofal plant am ddim yr wythnos.<\/li>\n<\/ul>\n<p>Wrth i&#8217;r buddsoddiad hwn gael ei groesawu, mae dal angen mentrau a diwygio strwythurol o fewn y system AGPC os yw&#8217;r gweithredu&#8217;n mynd i fod yn wirioneddol effeithiol. Gall dyrannu arian a chynaliadwyedd, yn enwedig, effeithio&#8217;n anghyfartal ar rieni a phlant sy&#8217;n byw mewn ardaloedd difreintiedig &#8211; problem benodol pan mai demograffeg y plant hyn all elw fwyaf o AGPC effeithiol. Yn ogystal \u00e2 phryder addysgol beirniadol, mae hefyd yn broblem o gyfiawnder cymdeithasol.<\/p>\n<h2>Beth yw&#8217;r prif ddulliau addysgeg mewn addysg plentyndod cynnar?<\/h2>\n<p>All arferion addysgeg penodol ysgogi datblygiad plentyndod cynnar yn well? Sur mae&#8217;r system addysg yn Lloegr a gofal plentyndod cynnar yn llwyddo yn nhermau ei dull addysgeg?<\/p>\n<p>Mae dull addysgeg Lloegr i addysg gynnar a chyn ysgol yn pwysleisio dysgu seiliedig ar chwarae a pherthnasedd oedran, ac yn annog y defnydd hyblyg o wahanol ddulliau ac arferion sy&#8217;n cyd-fynd. Mae&#8217;n canolbwyntio ar ddatblygiad parhaus plentyn sy&#8217;n rhychwantu AGPC a thu hwnt, ac yn cynnwys cymarebau staff ffafriol. Mewn gwirionedd, mae <a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/5a7f9ae4e5274a2e87db6dbc\/RB400_-_Early_years_pedagogy_and_policy_an_international_study.pdf\">cymhareb staff-plentyn Lloegr<\/a> o 1:8 hyd at 1:13 ar gyfer plant tair oed a h\u0177n cyn-ysgol (yn ddibynol ar gymwysterau staff) yn well chyfartaledd OECD.<\/p>\n<p>Mae&#8217;r prif ddulliau addysgeg mewn addysg blynyddoedd cynnar yn cynnwys:<\/p>\n<ul>\n<li><strong>Dull yn seiliedig ar chwarae.<\/strong> Mae dysgu drwy chwarae yn galluogi plant i wneud synnwyr o&#8217;r byd ac ymgysylltu&#8217;n weithredol gyda phobl, gwrthrychau a syniadau. Mae chwarae yn caniat\u00e1u iddynt arwain, gwneud eu penderfyniadau eu hunain mewn amgylchedd diogel (lle nad oes atebion anghywir na goblygiadau), a gwneud camgymeriadau. Mae&#8217;n aml yn cynnwys chware r\u00f4l, chware dychmygol, chwarae byd bach, a chwarae archwiliadol a chorfforol.<\/li>\n<li><strong>Dull seiliedig ar thema<\/strong> Mae&#8217;r dull hwn yn trefnu gweithgareddau chwarae a dysgu &#8211; gan gwmpasu pob pwnc a sgiliau &#8211; o gylch testun penodol neu thema gwricwlaidd. Er enghraifft, mae them\u00e2u poblogaidd mewn lleoliadau blynyddoedd cynnar yn cynnwys &#8216;bwystfilod bychan&#8217;, &#8216;y fforest law&#8217;, &#8216;tebygrwydd a gwahaniaethau&#8217; ac &#8216;o dan y m\u00f4r&#8217;.<\/li>\n<li><strong>Dull seiliedig ar weithgaredd<\/strong> Nod dysgu seiliedig ar weithgaredd yw dysgu sgiliau a gwybodaeth drwy weithgareddau a thasgau creadigol (er enghraifft, sgiliau allweddol llythrennedd a rhifedd), gan eu galluogi i amsugno gwybodaeth a datblygu eu hyder a gallu mewn ffyrdd gweithredol ac ymgysylltiol.<\/li>\n<li><strong>Dull seiliedig ar ymchwil\/prosiect<\/strong> Mae plant yn cael eu hannog i greu cysylltiadau byd go iawn drwy archwilio, dysgu arbrofol, datrys problemau a chwestiynu. Mae&#8217;n gosod plentyn yng nghanol y broses ddysgu ac yn meithrin chwilfrydedd cynhenid.<\/li>\n<\/ul>\n<p>Mae gan y pedair cenedl yn y DU (Lloegr, Gogledd Iwerddon, yr Alban a Chymru) bolisi a chwricwlwm unigryw mewn perthynas ag AGPC.
